RTO - Regional Transport Office Vehicle Services

Regional Transport Office (RTO) is the government department responsible for vehicle registration, licensing, and transport regulation in each state's revenue district. It operates under the Ministry of Road Transport and Highways and maintains records of all motor vehicles and drivers in its jurisdiction. RTO's core functions include issuing Registration Certificates (RC), Pollution Under Control (PUC) certificates, Driving Licenses, and Road Tax assessments. Vehicle registration is now largely done online through the VAHAN portal (vahan.nic.in), which tracks real-time vehicle and driver information nationwide. First-time vehicle registration requires submission of proof of ownership (dealer invoice or purchase agreement), proof of identity of the vehicle owner, proof of residence, and insurance coverage. PUC certificate is mandatory for all vehicles before registration and must be renewed every 6 months for petrol vehicles or 12 months for diesel vehicles. RTO also issues fitness certificates for commercial vehicles and vehicles over 15 years old. Registration periods are 5 years for new vehicles, extendable thereafter for 5 or 10-year periods depending on vehicle category. RTO levies road tax based on vehicle value, type, and fuel; payment is part of the registration process. Common services at RTO include duplicate RC issuance, address changes, ownership transfers, and disability certificate issuance for vehicles of handicapped drivers. A significant pitfall: failing to renew registration on time results in immediate legal penalties and potential vehicle impoundment if stopped by traffic police.
