MGNREGA - Rural Employment Guarantee Scheme

MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) is a landmark social security and public works program guaranteeing 100 days of minimum-wage employment annually to rural households. Enacted in 2005, it is considered one of the world's largest social protection programs, benefiting over 100 million rural workers yearly. Any adult member of a rural household can register as a worker under the scheme by visiting the local gram panchayat with proof of identity and residence. Registration is free, and a job card is issued containing the worker's details and work history. Upon registration, workers are guaranteed meaningful work at the state's prescribed minimum wage (currently Rs. 258-293 per day depending on the state), revised annually. If work is not provided within 15 days of application, workers are entitled to unemployment allowance (25% of minimum wage). Work is provided within 5 km of the applicant's residence; if farther, a travel allowance (10% of minimum wage) is provided. Types of work include water conservation (pond and well digging), soil conservation, road construction and maintenance, afforestation, and agricultural land development. Work is seasonal and is designed to build rural infrastructure while providing employment. Payments are made through bank transfers or post office accounts linked to Aadhaar. Tracking and attendance are recorded on NREGA portals (nrega.nic.in) with real-time wage payment visibility. A critical pitfall: many workers face irregular work availability and delayed wage payments; verification of work completion and proper documentation is essential for wage claims.
