Lok Sabha (House of the People) is the lower and more powerful house of the bicameral Indian Parliament. Established under the Constitution, it comprises 545 members: 530 elected from territorial constituencies in states, 13 from union territories, and 2 nominated by the President from the Anglo-Indian community. Members are directly elected by adult universal suffrage for 5-year terms; elections are conducted in multiple phases over approximately 5-7 weeks to manage the enormous voter base and polling logistics. The Prime Minister must be a member of Lok Sabha or become one within 6 months of taking office. The Speaker, elected by Lok Sabha members, presides over proceedings and ensures orderly debates and application of parliamentary procedures. Lok Sabha's primary functions include legislative business: drafting, debating, and passing bills that become national laws. Money bills (budget, taxation) must originate in Lok Sabha; Rajya Sabha can only recommend amendments. The Lok Sabha passes the annual Union Budget controlling government expenditure and taxation. Question Hour (first hour of proceedings) allows members to question ministers on government actions and policies, ensuring executive accountability. No-confidence motions can be filed against the government; passage results in government resignation. Important legislation examples: criminal law changes, economic policy, social welfare, and constitutional amendments (require 2/3 majority of both houses). A critical aspect: despite supremacy in lawmaking, Lok Sabha's functionality is often disrupted by parliamentary disruptions (loud protests, walkouts) reducing productive debate and legislation passage rates.
