Key facts

Details

The Goods and Services Tax (GST) is India's comprehensive, destination-based, multi-stage tax system replacing multiple layers of indirect taxation. Prior to GST, India's tax system had 17 different taxes including excise, service tax, VAT, and state-level levies that created cascading taxation, where taxes were levied on taxes. This made Indian goods more expensive and less competitive internationally. GST unified this fragmented system under a single umbrella, making India a common market. GST operates on a tax-on-tax-credit model where businesses claim credits for input taxes, reducing the effective tax burden. It simplified compliance for businesses, especially small enterprises, and reduced the tax burden for consumers. The system integrated AADHAAR and created GSTN (GST Network), a digital portal for registration, filing, and payments, strengthening India's digital infrastructure and tax transparency. The reform faced initial implementation challenges, including IT system glitches and business adaptation issues, but stabilized significantly by 2018. GST transformed India's internal trade, improved tax compliance, and increased government revenue. It represents a landmark structural change in India's fiscal policy and is widely studied as a model for tax reform in developing economies.
