CoWIN: COVID-19 Vaccination Platform

CoWIN (COVID-19 Vaccine Intelligence Network) is India's digital platform for managing COVID-19 vaccination at unprecedented scale. Developed during the pandemic's second wave in 2021, CoWIN enabled citizens to register for vaccines, book appointment slots, receive digital certificates post-vaccination, and track vaccination status. The platform integrated with AADHAAR and existing government health infrastructure, leveraging India Stack's foundation of digital identity and data APIs. CoWIN's success lay in its scalability and technology architecture. The platform handled peak loads exceeding 150 million requests daily and registered over 2 billion vaccination records without major outages. It issued blockchain-based digital vaccination certificates (QR codes), enabling verification and international acceptance. The system tracked adverse events, managed vaccine inventory across facilities, and provided real-time dashboards for public health officials. The platform's design prioritized accessibility—available through web, mobile apps, and SMS/IVR for users without smartphones. CoWIN became globally recognized as a model for large-scale digital health infrastructure. Health officials from dozens of countries studied its architecture and implementation. The platform demonstrated India's capability to rapidly build and scale mission-critical systems under pressure. CoWIN data contributed to understanding vaccination patterns, tracking variants, and guiding policy. While primarily designed for COVID-19, the infrastructure supports India's immunization program and has potential applications for other health initiatives, exemplifying how digital public infrastructure enables effective governance at scale.
